On the Topological Aspects of the Universal Intelligence: The necessary and sufficient conditions for detectability processes of the possibility of extraterrestrial intelligence topology from the Earth's physical boundary conditions' frame mechanisms

Abstract
The vortex formed inflectors1 provide topological forms suitable to define and design both dynamic and static memory categories involving multi-decision topologies, those are joining at their common inflection points. Three infinitesimal inflectors join at their common inflective points to create a self-memorable self-decision element as Switch Circuit Memory Bundles1, SCMBs.
Complex molecular chains open transmissions with electrodynamically working specific meshed structures, spontaneously, for Decision Circuit Bundle Samples1, DCBSs, those are embedded in their molecular structures.
Simple unions open a way to a self-dynamic wave-like design formation topology embedded in the molecular enclosures of spontaneously reconfigurable SCMB structures involving decision algorithmic logical-like gate mechanisms, LLGMs. LLGMs are in combinations of sink and source points through inflective pathways.
The approach gives to consider possible structures of UIPs with necessary and sufficient conditions for their detectability processes from the Earth’s physical boundary conditions’ frame mechanisms.
