Nuclear Reactor Safeguarding with Neutrino Detection for MOX Loading Verification

Abstract
The resurgence of interest in nuclear power around the world highlights the importance of effective methods to safeguard against proliferation. Many excellent safeguarding techniques are known and currently employed, but more may be needed in special cases. The challenges and good ideas already known for employing neutrinos to this end are summarized. The prior work is then built on to propose a statistical test based on a semi-cooperative framework to neutrino-monitor possible MOX fuel diversion.
